NETHERLANDS ADHESION.
THE BEST POLICY

THE HAGUE, Jan. 16,
The Government has submitted to the Bureau of the Second Chamber a bill reserving to the Queen authority to adhere to the League of Nations.
In an explanatory memorandum the Government outlines imperfections in the Covenant, for instance the Netherlands, which, on joining the League, must renounce her privi. leged position as a neutral.
It is also pointed out that the proposed permanent Court of International Justice is very much in the air, and the small Powers have scarce. ly any influence in the constitution and work of the Administrative Council of the League.
Nevertheless, the Government finds adhesion necessary, as the Netherlands otherwise would be placed in an intolerable international position.
Despite the drawbacks, however, the League bears the seeds of development which may be profitable to humanity.—Reuter.
