CONSTITUTION CONTROVERSY.
AN INCONGRUOUS OUTCOME,
WELLINGTON, This Day. A stormy sitting of the Returned Soldiers ' Conference discussed th*> proposed new constitution, providing for local associations being amenable to the provincial councils in five districts, while the Dominion Association would direct the general policy. The Auckland delegates urged that the local associations should draw up their own constitutions. A long and sometimes acrimonious discussion ended with the adoption of" the objects of the constitution. .Then, ns a quorum was not present, the matter could not be discussed further, and' the Returned Soldiers' Association is N in the position of having a constitution, but no machinery for administration under t?mt constitution. -
