AMENDMENT NOT IMPOSSIBLE.
The chairman pointed out to iMr Elliott that the board anight at any time revise the by-laws. If it was found that they imposed a hardship, or were excessive they could be amended. At the present time the board had decided upon the rate of is per ton on coal and cement. If that was found to be detrimental to trade they would amend it. iMr Elliott, he thought, could; not-have heard him explain the policy of the board, which was very conservative indeed. They proposed to deal with immediate requirements. . When these had been attended to it might be found that they would require greater exertions aaid the ratepayers would then have full control to say what should be done.
Mr A. H. ftlason (Onerahi) wished to know if it were open to the meeting to discuss the scheme as a whole or were they confined to the modified scheme only. He also wished to know if they could discuss the bylaws as well as the scheme.
The >chainman replied that they were present more particularly to discuss the Bil), the passage of which the Borough Council toad opposed. The board wanted to isee if that opposition would be supported or withdrawn The modification in the board's proposal »vas what they were to discuss.
