Trotsky assured the Pan-Russian Soviet Congress that the critical moment was passed and complete victory assured for the Bolsheviks. The Allies being unwilling to intervene the Bolsheviks must now occupy the Murman and Archangel coasts, seize the river exits to the Black Sea, reach the Prussian frontier, and chase the enemy beyond the Urals.—
