CENTRAL POWERS' BREAKING UP

LONDON, Oct. 12. The "Daily Express" says that the Entente Governments discussed the German peace overtures and decided on a common line of action. The "Daily News'" Zurich correspondent says: "It may be definitely asserted that Austria-Hungary has made her last peace offer in conjunction with Germany. If peace does not result quickly the Dual State will offer separate and unconditional peace. It can be stated definitely that Germany knows her ally is out of the war militarily and is hurrying to destruction. Only immediate peace can avert a catastrophic end." The correspondent confirms the negotiations for dissolution of the Empire into autonomous states and adds that the Emperor will shortly proclaim a Jugo-Slav kingdom. The "Daily Telegraph's" Milan correspondent says: "Revolutionary -changes are quietly occurring and the Austria Hungary Governments 4- look on passively. Various parties have formed committees who apparently work in the most complete harmony. The committees propose fo>r independent States, including a Czecho-Slovak, Jugoslav, and German. All parties concur in the plan in principle; the discussions relate to details. The Austrian Sociailsts, who are conducting the discussions _ ■ for the German Socialists, state that they propose to adopt the present boundaries of Austria. The Czecho-Slovaks and Jugoslavs declare their intention of proclaiming a Sovereignty first and then arranging boundaries with their neighbours in the hope that the Peace Conference will ratify the decisions. The German deputies have been summoned to a German convocation to safeguard German Nationalist aims. Every party ignores the Reichsrath." —A. and N.Z.
