The German reply to President Wilson states:— "Germany and Austria are ready to comply with the President's proposals regarding evacuation, and suggest tho appointment of a mixed commission to make arrangements for evacuation. "The Chancellor has. the support of the majority of the Reichstag and speaks in the name of the German Government and the German people. ( "Germany accepts President Wilson's terms, consequently its object in entering into discussions would be only to agree to practical details and their application to the German Government in his address on the Sth January and his subsequent address." NEW YORK, Oct. 12. The United Press Agency's Washington correspondent states: "Official opinion is that Germany's reply is unsatisfactory." —A. and N.Z.
