AMSTERDAM, Sept. 26
Herr yon Payer (German ViceChancellor), spcalcine: iv the Reichstag, said the Brest Litovsk treaty must stand, and could not be submitted to the Peace Conference.
Yon Payer did not attempt to disguise the fact that Germany intended that Poland and other former Russian States should not bo completely independent, but should incline towards Germany in Germany's inter*.at.—A. and N.Z.
