FIRST YEAR'S OPERATIONS.

At the Whangarei Borough Council meeting last night an interesting report was presented by the electrical engineer (Mr Dawson) upon the year's operations of his department. With the object of letting the residents of Whangarei know how the scheme is working out the report is published in full. Mr Dawson says:—

"The statement is not one of re ceipts and expenditure inasmuch as i 1

includes interest on loans, etc., which have been paid out of the district fund account. ■

"You will notice that after providing for interest and sinking fuud £937, and for a capital expenditure of £732 (material, etc.) that the department shows an apparent loss of £774 which must be considered highly satisfactory and which will bear comparison with any other installation in New Zealand.

"No allowance has been shown for depreciation but at the end of the current financial yeajr accounts will be prepared to show the whole of the transactions of the department in detail from the date of its inception.

"I am of the opinion that we now require monthly receipts totalling £230 to put the scheme on a sound footing and for your information I append hereto a statement showing the receipts for each month since October, 1916, including street lighting and sub-station rental. This shows an approximate monthly total of £170.

"The department should be able to pay its way in the second year of its establishment, but the success of the scheme is to a large extent in the hands of the ratepayers themselves."
