X.A. PROVINCIAL COUNCIL,

The names of the members of the North Auckland Provincial Seoul Council are as follow: —Commissioner, W. 'E. Connolly; Mr W. A. Carruth, president; Lieut. L. C. H. Tichener, District Commander; Major G. ClarkWalker, Messrs E. L. Whimp and C. S. Solomon. WAR MEDAL QUALIFICATIONS. A letter was received from the Chief Scout Commissioner detailing the new regulations for the Scout war medal, in which it is laid down that the qualifications are 2>S .days' war service of not less than 3 hours each, directly due to war conditions, and that no money is to be received for the service. Owing to boys already working under the 80 hours' regulation, the Chief Commissioner is being advised on the matter.

DISTRICT COMMITTEE. The District Committee on Monday last dealt mostly with private matters. Th& last details of the ciip competitions will be settifed at ihe next meet, ingv Mr E. 'Hinton, Woodwork instructor at the Technical School* was appointed examiner lor the Carpenter's Badge, vice Mr Layzell, who has gone to Auckland. The Rev. J. R. Clark was appointed examiner for the Hobbyist Badge, and Mr J, Spence fOr stamii-odllecting. WHANGARIEi TOWN TROOP. The Whangarei Troop is working steadily. It is getting into trim for its concert to be held soon. Mr Solomon is taking a class for gymnastics and kindred arts one evening per week. Friday evenings are entirely taken up with scout work. The troop is well on the iip-grade again, iiew boys Joining nearly every week. COUNTY TROOPS. Hikurangi works silently and well; outside scouting, it is all football, and the team is .rendering a .good account of itself all round the district. Waipu is also doing good and steady work. The troop has got a good ambulance Instructor, and is doing excellent Work in signalling, both semaphore and Morse. Nearly every boy of scout age in the district is a scout. Maunu is keen and efficient. Under Mr iE. Whimp things are moving "some." A batch of Woodman Badges went out to the troop lately. Maungatapere is breaking out into further activity, and the troop rifle has been blazing of late. A batch of badges went out in their direction lately also. All things considered—the difficulty of retaining or getting good scoutmasters, and the unusual badness of the weather for so long—one ought to be satisfied with results so far. It is an uphill and great undertaking ro keep the institution moving in these times; and all who have the welfare of the boy at heart here as in all parts of our Empire, should be thankful for the really great work all present active scoutmasters and local committees are doing.
