AMERICAN ADMIRAL'S ADVICE.
(Reuter Cable.) (Press Assn.—Reed. 9.20 p.m.) NEW YORK, July 1. Rear-Admiral Fiske declares that the Allies must go in after the German fleet before lack of oil ties up the British Dreadnoughts. The Germans could be swamped in their own harbours and the war won if a swarm of torpedoers and 'planes accompanied the Allied fleet. The United States navy has almost doubled its personnel since the war started. It requires less than twentyfive thousand men to reach the authorised strength of 150,000.
