COPENHAGEN, July 1. The Scandinavian Parliamentary Congress has opened.
The Norwegian Storthing 'President alleged that the Allies' blockade policy had shown lack of courtesy, but was guileless compared with that of the Germans' bombings.
M. Hildebrandt (a Swedi?) violently attacked the British blockade.
Both Presidents protested .against the remarks, and M. Brancio strongly condemned the making of comparisons between British and German methods.
