NEW YORK, December 13
The German Embassy) commenting on peace terms, declares that they must be interp*r§tgd as what Germany wdiiid like to get; not what she expects to g§t. Any terms now suggested arfe "talking" terms; and less important than th§ necessity of starting a peace conference. The Embassy adds: "The Central Powers are counting on the neutrals taking an important part in influencing the Allies towards peace. Much hope is placed on the coming conference at Copenhagen between Scandanavia and Switzerland, with Spain and Holland possibly repreeenteJ " The Embassy's declaration is regarded a& most significant, and that possibly 'Germany is far harder pressed for peace than Herf yon .Bethtnatih Holhvcij's statement would imply.
