Petrograd reports state that the ■ abandonment of Bucharest was delayed as long as possible in order to save the artillery supplies,, provisions, and munitions. The Roumanian army is still considered -intact, and is retiring to prearranged positions, where the Russians t are concentrating. S (Reuter Cable.) AMSTERDAM, December 8. A Berlin semi-official message, describing the fall of Bucharest, says that General Mackensen sent a Parlemeutaire on Tuesday forenoon demanding the surrender of the fortress within 24 hours, otherwise he would open fire. The Parlementaire was blindfolded and conducted to the Commander-in-Chief, who refused to accept the letter on the grounds that Bucharest was in nowise a fortress, but an open town. The Parlementaire swept aside the evasion and returned the following morning to the German lines. The account proceeds to describe the occupation of the forts on the north front, where some of the infantry showed resistance; also the occupation by Danube troops on the south front. The report declares that the troops had an enthusiastic reception and were decorated with flowers. General Mackensen, who proceeded to the Royal Castle, was greeted with bouquets. Other reports state that there is jubilation throughout Austria and Germany, and that tho Kaiser has telegraphed his congratulations to General Mackensen.
