A PLEA FOR SPECIALISTS.

LONDON, December 7
Lord Sydenham in an interview said It was imperative that the War Council should consist of not more than five, who should be spared from the pre-occupation of managing large departments. At least two of the members ought to be made to study tho war on land and sea and one man with large, practical, business experience was essential. The Prime Mm. ister should be chairman, otherwise there would be conflict between the War Council and the Cabinet. The fifth member ought to be a man of great political experience and states, manlike character. "We have been attempting," he said, "to put amateurs up against professionals with the inevitable result. If we repeat these grave mistakes the remaining chance of success will be lost."
