Having seized all the copper in Belgium, the .Germans have requisitioned 850,000 kilos of zinc from the Prayou and Vielle Montague factories.* The Dutch Foreign Minister, replying to a question, stated that the Dutch Government had sent a Note to Germany protesting against the Belgian deportations, and pointing out that the Dutch authorities iv 1914 encouraged Belgian fugitives to return after making a convention with Germany guaranteeing the personal liberty of the returning Belgians. Thus Holland hoped that the fugitives deported to Germany Would be sent home. Germany's reply was unsatisfactory, and diplomatic conversations were proceeding.
