SOME CONFLICTING OPINION.
LONDON, December '■>. A Roumanian semi-olh'cial message denies the Wolff Bureau agency 's ■statement that Rncharest has been transformed into an armed camp. It points out that the capital ceased to be a fortress before the war. When occupation was threatened the military prepared to evacuate the town, but it was later decided to remain.
