The "Echo de Paris" says: "If the Russians had possessed Constantinople Germany would never have been able to prepare for war. ft is only by giving Russia Constantinople (hat we can prepare plana of peace." PEI'ROGRAD, December 1. General Trepoff, the- Premier of Russia, speaking in the Duma, announced that an English, French and Russian agreement had been concluded in 191.1, to which Italy had adhered, definitely establishing the right of Russia to the Straits and Constantinople. He stated that his declaration was made in accord with the Allies. who were absolutely united on the point. After obtaining sovereign possession and free passage to the Mediterranean, Russia would grant freedom of navigation to Roumania. He emphasised that besides reconquering the territories occupied by the enemy, they must wrest Prussian and Austrian Poland from their enemies and reconstitute a free Poland insfparabls from L'niled Russia.
