The Premier stated that Russia would never lay down her arms till complete victory was attained, whatever difficulties and temporary checks were encountered. The power of the enemy was shaken, but immense efforts would be required to definitely break his resistance. He regretted the food transport difficulties in many localities. The Government would take measures to firmly establish order behind the armies. The Government recognised the necessity of vast railway construction, an increase in the production of metals and fuel, the erection of munition factories, and the development of technical education. A bill would be introduced providing for compulsory elementary education.
