Herr yon Bethniann-llollweg, in the Reichstag, introducing the Compulsory Civilian Servico Bill, said: — "Tho insatiable war is still raging. Our enemies hail the last summer as victorious, but can they impose their will upon UK.' Our lines are still unbroken. God has helped us hitherto. and will continue to help us. Roumania, which was brought to a revolutionary change, is paying the penalty." Our enemies do not desire peace yet. They are much superior numerically, and almost the entire world supplies them with w;ir materials. The results were shown in the Somiue lighting. Every day that the war is prolonged ! makes the organisation of industry a more decisive fnctor. We are, therefore, determined to organise the entire industry of the whole nation. Compulsion can only succeed it' it represents the voluntary decisou of the entire nation.
