The United States has forwarded Notes to Great Britain and France re- j questing consideration of their refusal to grant a safe conduct for the voyage of tho new Austrian Ambassador to America. It is semi-officia>Hy stated that the Notes point out the inalienable right of sovereign nations to exchange Ambassadors, and insist that a third nation, even in war time, is not justified in denying that right. The representations are based on international right, not international courtesy, making it clear that the United States Government is not asking a favour. Reutor's agency is informed that the British decison to refuse a safe etmduet to Count yon Tarnowski, formerly Austrian Minister at Sofia, who has been appointed Minister at Washington, is due to the illegitimate activities of the Austrian and German Embassies in tho LJuited States. ■
