President Wilson agrees that the next communication with Germany, which will be sent on Saturday, must make it clear the United States cannot remain impassive in the event of another attack on an unarmed and unresisting ship, with the loss of American lives. The Note will point out more emphatically than heretofore the earnest intention of the United States not to surrender her rights. America has also dispatched a Note to Britain intimating that she will insist on all her rights under International Law in the Prize Court proceedings. The Note is officially described as aimed at conserving the rights cf American citizens, whose cases are about to be heard in the British Prize Courts. i
