SOUTH AFRICAN NATIONAL CONGRESS.

BITTER RACIALISM DISPLAYED.

(Press Assn. —Reed. 3.30 p.m.)

BLOEMFONTEIN, July 17

Mr Hortzog, at the National Congress, outlined an election programme which demands an amnesty for all imprisoned on account of their armed protest and a guarantee in the constitution cf trial before sentence to prevent occurrences such as the deportation of the strike leaders. An amendment of the Defence Act is also suggested so that Government should not be entitled to invade a country In offensive war, using unwilling men for th e purpose. The Congress adopted the programme and passed a resolution of deep grief at the tragic happenings whereby De Larey, Beyers and Fourie were sacrificed. A clerical delegate In moving the resolution urged that the ground wher e Fourie was shot for treason should be purchased, because it, was holy ground. He hoped a huge monument would be raised to the memory of these men. Newspapers regard the Congress as a orgy of racialism and x.:..:.. -..;. mess. It undoubtedly represents a formidable movement but, nevertheless, enables the public to vividly contrast Mr Hertzog's barren racialisms with Botha's practical achievements.
