German Flight Impeded.
IN NORTHERN FRANCE
FLOODS HAMPER PASSAGES.
PROPOSED PEACE REJECTED
PARIS, Sept. 15. A German general and staff with ten officers and 300 men have arrived as French prisoners at Noisy-le-Sec. French troops captured north of Chalons a movable electricpower station comprising five motors. A hurricane iv northern France on Sunday is seriously impeding the German retreat, the torrential swelling of rivulets into cataracts, and rivers into turbid torrents making the crossing of rivers where the bridges were broken very, difficult. The wheels of the great German siege guns sank into the roadway, and it was impossible for thirty-two horses to move them. Again and again, the Germans in despair cut the traces and liberated the horses.
Owing to the network of railways the Allies were able to send trainload after trainload of troops to the weak points and to also readily replace food and munitions. The fate of the Crown Prince's army in the Argonne dstriet still hangs in the balance. The attempt to find an exit through the chain of forts between Verdun and Toul failed. , .. ' When the bombardment of Fort Troy on was abandonedA "Figaro" says: "General yon der Goltz journeyed from Brussels to! Antwerp under a flag of truce in order to propose terms of peacaf to the Belgian Government. The offer was immediately rejected./
