The policy of Mr Hagelthorn, the Minister for Immigration, hasbeen aimed at securing a more reliable form of inspection' before the emigrants are allowed to leave England. This is necessarily as much in the interest of intending emigrants as of the people of this State. Yet, now that the Commonwealth has devised : a more complete system, the Agents- j General of the several States have protested, on the ground that a falling off in the number of new settlers must result. Curiously enough, such a view was supported recently in the resolution of the Premier's Confer"ence, and modifications were urged. The weakening of the system might tend to secure more immigrants, but 'ct of the sane and sound typ» demanded for the work of developing the resources of Aoistralia.
