* The Haytian Congress has authorised the Government to treat with the British diplomatic representative for the payment of debts owing to a British subject as the outcome of the recent revolution, which ruined the property of one Britisher.
The demand was couched in ultimatum form, and the presence of the cruiser Suffolk is regarded as supporting the demand for payment which was previously ordered after an arbitration case, but was later revoked.
The National Bank has loaned the Government the. necessary amount to settle the British claim.
M. Jeger (Minister .for Foreign Affairs) resigned owing to Cabinet difficulties over the debt. .
Much consternation was caused after Congress had adjourned without reaching, a decision, as it was thought the British bluejackets had landed. The Government, , however, ordered payment and thVincident closed.
