SIR CHARLES MACKELLAR'S REPORT.
j INTERESTING RECOMMENDA- • TIONS. (By Telegraph-Press Assn.-Copyright) SYDNEY, Sept. 6. The report of Sir Charles MacKellar on neglected and delinquent children was tabled in the Assembly yesterday. It makes a number of recommendations for bettering the system, including the introduction of the Borstal reformatory system; the re-or-ganisation of the courts so that young children shall be judged by psychological and sociological instead of merely legal standards; the regulation of the circulation of pernicious literature and attendance of children at picture shows; legislation to compel defaulting husbands and fathers to maintain their families; that an officer of the Children's Council may be appealed to in all affiliation cases, and, when required, proceed on behalf of the applicant/if satisfied that there was a genuine prima facie case against, the putative father; and the appointment of a guardian for every illegitimate child.
