LONDON, Sept. 1

The International Transport Workers' Congress to-day discussed the question of compulsory arbitration and speakers frequently quoted what was done in Australia.

Mr Havelock Wilson said the tralian unions fared well, without' exception, where they had smart men to put the case properly.

Mr Ben Tillet opposed compulsion on principle, but favoured the provisional adoption of an order to educate the workers to fight the capitalists. Decision was postponed.
