According to the "Bay of Islands Luminary" there appears to be some conflict of opinion as to who should issue certificates to Maoris and halfcastes permitting them to travel on lpublic conveyances. This not apply to the Marsden-Kaipara Hospital Board district, however, as the Board has been given control by the Health Department.
