BASIS OF GREATER CONFIDENCE,

BERLIN, Feb. 16,
Herr Holweg, in the Reichstag, said that though Viscount Haldane had not been authorised to conclude binding agreements, yet at the instance of the British Cabinet they had discussed points whereon the interests of the two countries came into contact, in order to establish a basis of relations of greater confidence. This exchange of views, which Germany gladly welcomed, took place in the course of numerous exhaustive and frank conversations, which would he continued. He was unable to say more at present (General cheers). •
The "Tagliehe Rundschan" says that Viscount Haldane and Herr Yon »Stumm will shortly commence negotiations alternately in London and Berlin. The King's visit in the spring will advance the good feeling, but the Kaiser's return visit will crown the diplomatists' work.
The "Kreuz Zeitung" says: "It is long years since any British 'pronouncement on Anglo-German relations resulted in such a joyous echo in Germany." The "Lokal Anzeiger" says that all thinking Germans will support the Government to reach a better understanding with England.
