BERLIN, Feb. 16,

Herr Holweg, in the Reichstag, said that though Viscount Haldane had not been authorised to conclude binding agreements, yet at the instance of the British Cabinet they had discussed points whereon the interests of the two countries came into contact, in order to establish a basis of relations of greater confidence.
