EMIGRATION TO AMERICA.

REMARKABLE DECLINE

According to statistics issued in the United States, there is a decline of 300,000 in the number of immigrants lending in New York in 1911, as compared with 1910. These figures were compiled on November 30, and probably December showed a proportionate reduction. They refer only to the steerage traffic. The authorities interviewed declare that the returns show either that foreign labor has been alarmed by the industrial conditions, and flel panicstricken, or that the conditions in Europe have so much improved that native labor is returning home. The Commissioner for Immigration candidly admitted that he was much perlexed and connot say what it means.
