IMMIGRATION TESTS,
MAIL CONTRACTS BILL PASSED.
CAPETOWN, April 7,
Mr Smuts, in the Assembly, declared that too much was made of the education test to which immigrants were subjected. He advocated tests of sound health and good character, provided the immigrants were white men.
The Immigration Board passed applications for leave to import 16,000 Indians, but in consequence of the good harvests it will not be possible to obtain more than a fraction of that number.
The Mail Contracts Bill was read a third time in the Senate. Mr Schreiner's amendment, debarring the Governor-General from entering into contracts with shipowners charging unreasonable rates, and thereby empowering the Government to fix the rates, was rejected by 28 votes to seven. The Government considered that the amendment was too drastic.
