CREATION OF LIBERAL PEERS
(Received Sept. 20, 8.25 a.m.) LISBON, Sept. 19.
Sixteen Liberal peers have been created at Lisbon, giving the Government a majority in the Upper House. King Manuel conciliated the Liberals by amnestying the Republican journalists.
