Press Association. Wellington, September 20. The Council met at 2.30 p.m. The Firearms and Fisheries Acts Amendments Bills wero read a first time. The Payment of Jurors Bill, the Municipal Corporations Amendment Bill, the Horowhenua Block Bill, and the Fire Brigades Bill (by 21 to 5) were read a second time. The Arbitration Act Amendment Bill, land the Napier Athenaeum and Mechanics Institute Empowering Bill were read a third time. The Council adjourned at 3.40 p.m..
