REASSURING MESSAGE.
Received September 21, 12.55 p.m. St. Petersburg, September 20. The Consuls at Odessa have discussed the threatened outbreak, and have requested the authorities to guard the consulates. The request has been granted, and the promise of protection has reassured them. The Union of the Russian People has wired to Odessa stating that its representatives have seen M. Stolypin, who has declared that the Government will not permit further massacres.
