Breakdown in Manchurian Negotiations
Eeceived Thursday 8.20 p.m. PEIPING, Nov. 22. Generalissimo Chiang Kai-shek has ordered his administrators to return from Manchuria because of a breakdown in the negotiations with Eussia. A member of the delegation from Changchun said on arrival here that the conditions Eussia required to he met before the National troops were allowed to enter Manchuria were harsher than the demands made hy Japan on China. Nationalist forces, sweeping across Manchuria, have advanced 60 miles without opposition and now threaten the Communist-held port of Hulutao, reports the army newspaper Takungpao. The Communists allege that the Nationalists have massed 12,000 troops with heavy guns -i Kankow Pass for a simultaneous drive into Inner Mongolia. The Communists added that a serious situation was arising in Central China, where the Nationalists were concentrating in the Honan and Northern Hupeh provinces.
