“Brisbane Line” Inquiry Quashed

ANCIENT BRITISH STATUTE BARS PROCEEDINGS Received Wednesday, 11.35 p.m. MELBOURNE, July 7. Proceedings at the war inquiry ended to-day when the Commissioner announced his decision on the Parliamentary privilege question. He found that the Bill of Rights enacted by the British Parliament in 1689 during the reign of William and Mary precluded a Commission’s inquiry into the missing documents (Brisbane Line) allegations made by Mr. Ward (Minister of Labour) in Parliament. The Commissioner said had the Commission been appointed by Parliament instead of by the Executive then Parliament would thereby have waived its privileges and the inquiry could have proceeded. Although Mr. Ward was protected by privilege the Commissioner believed he had the newer to inquire into the custodianship of the official file evidence con•orn’ng which was taken the previous lay in cane~a. His findings on this point will he forwarded to the Governor-General.
