Open Letter Broadcast to Germany United Press Assn.—By Electric Telegraph.—Copyright. Received Tuesday, 11.56 p.m. LONDON, July 29. Rudolf Hess’s betrayal of Germany’s plans for attacking Russia were broadcast by the 8.8. C. in an open letter in German to Hitler. The broadcast said: “Hess disagreed with your plans against Russia. He wanted peace first and came to Britain to make peace. You thought the British would ask for peace and would not associate with Russia. “Hess knew better. He knew this would be a two-fronted war which you very much dreaded and which you had sworn to avoid. “We acted in silence. Forty days and nights were between Hess’s flight and your attack on Russia. Your plans were betrayed by the man you made and loved. ’ ’
