Rises, 1.08 a.m. Sets, 1.09 p.m. are undamaged and there is no loss of tools, sheds and other gear stationed on the punt. g The punt has been refloated and returned to a place of safety. 1 estimate the cost to repair the derrick and hand winch at £6O, making the totai cost of restoration £1478, “Flood bank recommendation: To completely cover the area of flood overflow in order to effect complete security against the future flooding of Hokowhitu, it is necessary to raise and extend the flood bank at Fitzroy to a heig'ht and extent to be determined. I would recommend that tho height of the flood bank where broken be raised 4ft. above its present level, and the new level to *be carried up to a point in Fitzroy Street and 'based to the natural terrace thereon at a point near East Street, and the samo level to be carried down to a point on Mr. Tucker’s farm adjoining the river. I would adviso that tho material required for the construction of this flood bank be taken from the City Council property within the river channel, thereby assisting in reducing channel restriction. “I am pleased to report that the concrete groynes stood up magnificently and tho one recently completed at Pedersen’s foreshore did splendid work. It can now be definitely accepted that good quality reinforced concrete has been subjected to a supreme test and has proved stable and efficient in all respects and is therefore a permanent and suitable material for the construction of river groynes.” The Mayor said that all members would join in extending sympathy to the residents who had sustained damage to their properties and ho added that a motion of thanks should be extended all those people who had rendered such valuable assistance during tho flood. This was seconded by Mr. Hodgens and carried. Referring to tho statement that a contributing factor in the excessive rise at Fitzroy was the formation of shingle deposits, Mr. Koehler suggested that any future scliemo should include reafforestation, liis contention being that until the hills were replanted it would be impossible to prevent the formation of shingle deposits. The Mayor suggested that the board now had to consider additional banking to provide sufficient protection in the future. Mr .Fisher maintained that it was the filling of the river bed that had caused the break at Fitzroy. Mr. Hodgens held that the board’s immediate need was adequato stop banking. Mr. Koehler remarked that if the 1936 flood made a difference of two feet in the level of the river bed, it would be as well to find out if the recent flood had caused another rise. Then followed an informal discussion and Mr. Hodgens moved that the Minister of Public Works be written asking if he would make available the services of the Public Works rivers engineer who could work with Mr. Fisher in furnishing a full and comprehensive report regarding the possibility of coping with any future menace. Tlio chairman aid that while waiting for the report members could inspect the area and the damage. The motion was seconded by Mr. i Heatley and carried. I It was also resolved that the members of the board inspect the river on Saturjday next. I The estimates for the year 1941-12 were considered and included was an amount of £1253 12s for anticipated stopbank work. Another amount was £1478 for flood damage repairs to works. The estimated revenue was £4177 4s Id. I The resolution to striko the rate was carried, and Trustee Heatley was [appointed treasurer of the board. I
