No Change in Western Hemisphere
Received Friday, 9.40 p.m. WASHINGTON, Oct. 31. The Frehcli Ambassador (M. Henry Hayo) assured Mr. Wells that the United States need no fear attempts to change the sovereignty of French possessions in the western hemisphere. He gave an official denial thalt Germany sought the transfer of certain French African possessions.
