CITY HOUSEHOLDERS TO SB CIRCULARISED The Reclamation of Waste Materials Committee met in Palmerston North yesterday, the Mayor (Mr. A. E. Mans ford) presiding. Othors present were Councillors J. T. J. Heatley, W. Mouldey, A. Grigor aud W. G. Black, Messrs. ' K. McMurray, H. B. Free, K. A. Henderjsdn, C. R. Luke, S. J. Parkes, J. fi. 'ingley, J. R. Hughes (city engineer) and J. K. Hardie (secretary to the committee). Correspondence. Advice was received from the Chief Postmaster that the Postal Department regretted it had no authority for the acceptance of circulars free of postage. The National Council wrote requesting information of the action taken to date in the matter of reclaiming nonferrous metals in Zone D. —The letter was recoived and the information is to bo supplied. The report submitted by the sub-com-mittee (Mr. M. H. Oram and W. G. Black) referring to suggested methods to be adopted in the collection of waste j materials, was as under:— J “That the organisation be divided jinto two parts: (a) In respect of the residential area; (b) in respect of the ■ business area. | ((a). —1: That a circular in the form attached be despatched to all householders either through the Post Office, or if tills should still be not available; by means of personal delivery per medium of the City Council rubbish collection. 2: That the schools be utilised for the purpose of collection. 3: That all headmasters should instmet the pupils ■carefully as to what is required and arrange for a collection to bo made on a specified date. A different date should be selected for each of the primary schools and the primary school dates should bo earlier than those for the 'secondary schools. 4: That the headmaster should instruct pupils after the circular has been sent out to discuss the matter with their parents and arrange for the collection of all necessary scrap in the home and also to contact neighbours who have not children going to either primary or secondary schools and do the same. 5: On the date fixed by the headmaster of the particular school all pupils would then make their collection. 6: The City Council should supply each school with a suitable receptacle and would collect from each school to a | central depot on the dates suggested. 7: It is thought better to utilise the primary schools in the first instance as these are drawing supplies from a definite area, the secondary schools would: then as a sort of * blanket’ operation cover any gaps that might have been left. In ‘ the case of any then being missed, we have suggested in our circular that communication should be made with the nearest headmaster who could arrange for collection and advise the City Council. “b.—l: The City Council office should j prepare a list of all businesses that may possibly be affected. 2: That a circular Ibe sent something on the lines of tho j other circular with a detachable slip at the bottom asking for advice as to whether the firm concerned had any available scrap and the date that would be suitable for collection, such slip to be detached and returned to tho City Counjcil. 3: The City Council to hand such 1 slips as and when received to the Carriers * Association for their attention in accordance with the offer received from them.” On the motion of tho chairman the report was received and adopted and he also moved that Mr. Black and Mr. Oram be thanked for the report and for their work as members of the sub-com-mittee. It was necessary to have a circular printed and copies of this will be delivered to householders in due course.
