The German Commissioner in Norway (Herr Terhoven), broadcasting, admitted the failure of negotiations to bring the Norwegian political parties in line with German demands. For this reason the Germans had decreed, first, that the Royal House be abolished and the Royal family and Norwegian Government abroad bo permanently exiled; second, that a German-controlled State Council of 12 members be appointed; third, that all political parties be dissolved.

Herr Terboven said the political parties had hitherto prevented the people from learning tho truth of German aims and had consistently aimed at pro-Briti3h reorientation.
