LUXEMBURG ALSO NAZI STATE United Press Association—By Electric Telegraph—Copyright. Received Thursday, 6.30 p.m. BERLIN, Aug. 8. Decrees place the entire administration of Alsace-Lorraine and Luxemburg under civil authorities under Hitler’s direct orders. Herr Buerkel relinquishes the governorship of Austria and is appointed Gauleiter of Lorraine. Robert Wagner is appointed Gauleiter of Alsace, and Gustave Simon Gauleiter of Luxemburg.
