MATERNITY BENEFITS

Jt is hereby notified for general information that pursuant to section 79 of the Social Security Act and in accoidance with the Social Security (Maternity Benefits) Regulations, 1939, the Minister of Health has fixed and appointed Monday, the 15th May, 1939, as the date on and after which Maternity Benefits will be available throughout the Dominion. Hospital services (that is nursing attendance, maintenance and care) afforded at confinement and for the period of fourteen days succeeding the birth of the child are the subject of Maternity Benefits: — In all maternity hospitals maintained by Hospital Boards. In St. Helens Hospitals maintained by the Department of Health, In licensed maternity hospitals the licensees of which have entered into contracts with the Minister ot Health for the purpose of Maternity Benefits. fees payable from the Social Security Fund to Hospital Boards and to licensees of private maternity hospitals m respect of the aforesaid services are as follows: (a) In respect of the day or days of labour, the amount of £2 5s Od. (b) In respect of each of the fourteen days succeeding the date of the birth of the child, the amount ot l-/od. per day. In addition in the case of a public hospital, an additional fee of £2 is payable from the Fund in respect ot any patient actually attended during labour and at delivery by a medical officer employed by the Hospital Board. For hospital services received before or after the period covered by (a) and (b) fees may be charged directly to the patient. . , In the case of private hospitals the fees payable from the Fund are according to the contract made between the Minister and the licensee concerned, either in full satisfaction or in partial satisfaction of the licensee s claim in respect of maternity benefits afforded in the hospital. In the list of hospitals below & private hospital is marked:— (A) If the licensee has agreed to accept the fees from the Fund in full satisfaction, (B) If the fees from the Fund are accepted only in partial satisfaction, (C) If the licensee has agreed to accept the fees payable from the Fund either in full satisfaction or paitial satisfaction according to the accommodation availed of by the patient. For any hospital services afforded in St. Helens Hospitals after the 15th May, 1939, no charges will be made against patients. . , Nursing Services elsewhere than in a hospital, at confinement and for a period of fourteen days alter the date ol birth of the child are the subject of Maternity Benefits when such services are rendered by an obstetric nurse (i.e. a registered midwife or a registered maternity nurse), who has entered into a contract with the Minister for the purposes of Maternity Benefits. The fees payable from the Social Security Fund in respect of nursing services of an obstetric nurse are in accordance with the contracts computed as follows: (a) For services on the day or days of labour, the fee for a registered midwife, acting in the capacity of a midwife, shall be two pounds (£2), and the fee for an obstetric nurse acting in the capacity of a maternity nurse ( whether registered as a midwife or as a maternity nurse) shall be one pound (£1): (b) For services during the confinement period, subsequent to the birth of the child, the fees shall be * (i) For a visiting obstetric nurse, five shillings (55.) a day for each of the three days immediately succeeding the day of birth and two shillings and sixpence (2s. (id.) for each of the eleven days thereafter: (ii) For an obstetric nurse (not being a visiting obstetric nurse), thirteen shillings (135.) a day for each of the fourteen days subsequent to the birth of the child during which, in accordance with tho contract, she resides on the same premises as the patient. In addition the nurse is, subject to limitations specified iu the contract, entitled to receive from tho Fund a refund of actual and reasonable locomotion expenses incurred in giving the services in relation to benefits. For services afforded by an obstetric nurse prior to the day on which labour commences or after the fourteenth Hhv rormitilf the 'late of birth of the child the nurse is entitled to make a charge on the patient. Medical Services in relation to maternity (including ante natal and post-natal care as well as attendance at confinement), are the subject of Maternity Benefits when such services are rendered by a medical practitioner who has entered into a contract with the Minister of Health for the purpose of Maternity Benefits. The fee of £5 is payable from the Fund to the practitioner in respect of any case in which he gives the complete medical services in relation to Maternity Benefits. Proportionate fees are payable where only partial services in relation to Maternity Benefits are afforded by r practitioner. In addition mileage fees are payable from the Fund circumstances and at the rates set out in the contract. Patients mav in accordance with the contract made with practitioners be charged directly by a practitioner for—(a\ The treatment of any concurrent disease or injury that is not in any way due to or connected with pregnancy or labour; (b) The operation known as Caesarean section; <e) The services of a practioncr as an anaesthetist, consultant or assistant acting with the patient's practitioner; (d) Mileage fees not payable from the Fund: (e) Medicines or appliances supplied by the practitioner. Lists for each health district of public hospitals at which Maternity Benefits are available and of licensees of private hospitals, medical practitioners and obstetric nurses who at date of issue of this notice had completed contracts with the Minister may be seen at officered Post Offices and at District Offices of the Social Security Department and of the Health Department. A copy of the List may be obtained on application to any Health Department Office. The following extract from the respective Lists is published for general information:
