Residents of several new State houses ou tho Casey estate in Richmond road had many anxious moments at the height of the storm. In the lowestlyiug street of the estate four or five houses wero completely surrounded by a surging sea of water over 2ft. deep. The water was lapping against the top step of one house, built up nearly 3ft.,
