"Grave Defects”

ORGANISATION OF IMPERIAL AIRWAYS LONDON, March 9. The board of Imperial Airways met to consider the Cadman report. The City is watching the position with considerable interest, but shares so far are steady. A slightly better tone is perceptible in the markets. A British Official Wireless message reports: The Government agrees with the Cadman Committee's recommendations on the organisation and management of Imperial Airways, in which the committee found serious defects. The Government has consulted the company and lias been informed that the company welcomes the suggestion that a full-time chairman should be appointed by the board in agreement with the Government.

The committee thought it would be proper in. the case of subsidised air transport companies for dividends to bd restricted to the limits usually associated with public utility companies, and the Government expressed sympathy with the principle underlying this proposal and will consider means of giving effect to it. The reorganisation following on the committee’s recommendations and the Government's decisions upon them includes the appointment of a permanent Under-Secretary for Air to exercise general administrative direction on civil aviation matters and to ensure full and constant correlation of policy of civil and military aviation and the appointment of a Deputy-Director-General of Civil Aviation and of a Director of Civil Research and Production.

The Government has not yet reached a decision on the suggestion of the committee that an additional Parliamentary Under-Secretary solely concerned with civil aviation should be appointed.
