VISCOUNT HALIFAX’S OPINION United Press Association—By Electric Telegraph.—Copyright. Received Friday, 6.30 p.m, LONDON, Feb. 17. “I do not believe, and never have believed, in the imminence of war. I believe time is on the side of peace,” declared Viscount Halifax at the conclusion of the two days’ debate on foreign affairs in the House of Lords. Lord Halifax gave an assurance that Britain had no military obligations outside the League and said the Government was free to act as the occasion needed.
