Hull, Morgenthau and Garner and various Congressional leaders on the question of war debts, says the Washington correspondent of the New York Times. It is persistently reported that Mr. Roosevelt presented a plan for settlement, proposed by one of the smaller debtor nations, providing an adjustment of past due payments, now totalling approximately 1,500,000,000 dollars. It is understood that the President’s plan met with a chilly reception. His confreres advised him specifically against attempting any war debt adjustments and against throwing up such a subject where it would lead to a controversy such as has been kicked up by Congress regarding the Administration’s foreign policy.
