AUSTRALIAN INITIATIVE TO END DEADLOCK United Press Association—By Electric Telegraph.—Copyright. MELBOURNE, Feb. 15. Early action to end the deadlock in the trans-Tasman air mail project is proposed by the Commonwealth Government. It has been decided that the Defence Minister, Mr. H. V. Thorby, and the Postmaster-General, Senator A. J. McLachlan, shall prepare a draft agreement to which the British, Australian and New Zealand Governments will be parties, following the lines of the Brit-ish-Australian agreement for the Eng-land-Australia air mail. The draft is being submitted to other Governments for discussion by cable. The Commonwealth Government believes that by its taking the initiative the suggestion current in New Zealand that Australia is apathetic may be withdrawn.

It is believed that the agreement proposes a control company representing the three Governments, out not subject to Government domination.
