The New York Times' Washington correspondent says Mr Roosevelt’s Administration is closely watching developments abroad in the hope that the opportunity will arise for the presentation of an American peace plan and curtailments of the armament programme.

The State Department confirms that President Roosevelt is anxious to come to the assistance of Europe in this respect. Officials declared that the President was not employing the Department to determine the reaction abroad to such proposals but readily admitted that the President would not hesitate to use extraordinary diplomatic channels for his inquiries.
