Admission of Sideshowmen To Showgrounds
GAZETTING OF REGULATIONS. Fer Press Association. WELLINGTON, Last Night. No fewer than SO societies in New Zealand are directly interested in legislation which the Minister of Agriculture (Hon. W. Lee Martin) is preparing for alteration of the provisions in the Agricultural and Pastoral Societies Amendment Act, 1030, regulating the admission of sideshowmen to showgrounds. Under Section -1 of the Act, by-laws dealing with the admission of sideshowmen may be made, amended or revoked by a society, but in such case a copy of every by-law, amendment or revocation must be forwarded to the Minister, who, after approval, has it Gazetted at the society’s expense. There is much objection to tho cost involved. Some time ago a set of by-laws was made by the Fcilding A. and P. Association .and Gazetted. The Government Printer, however, treated the publication as a private advertisement and the charge for it at scale rates was £ll 17s 6d. This charge was considered by the association to be rather a heavy burden, and as a special concession the charge was reduced by 50 per cent. This cost of Gazetting, however, even at the reduced figure, is considered still to be more than societies should be required to bear, and as some SO other societies desire to make similar bylaws, it is proposed that the Act should be amended to obviate the necessity for the publication of by-laws in full. This would result in a further reduction in the cost of printing and publication to societies, and at the same time obviate the publication of many details and "seemingly unnecessary repetition of the same provisions."
